This prologue special retells the final events of the previous season by ignoring the anime original ending.

Hmm.
My first thought looking at this was, "Yes, they really had to recap episode 9 and 10 (with a short recap of 8) to thoroughly erase that terrible anime-only original material." Gone were two trips into the Dimensional Gap, with just one being enough to explain Chaos Brigade's interest in Big Red. Back in was how important the Oppai Dragon Song was, instead of being a throwaway joke in the season finale. Back in was how important Issei's "doorbell ringing" of Rias really was. Three years later, we finally had our satisfying finale which incorporated all the character and plot developments from earlier in the season. Finally.
The other important thing for the prologue was to let fans know the new season was going to treat them right. The character designs look more like the original artwork from the light novels, instead of the manga adaptation, which all the mobile games followed. It will take some getting used to, especially how the eyes look different, but the jiggle factor was still there, along with the basic episode structure of giving us "fun" eye catches in between the A and B parts. Having all the voice actors come back was good too, but just knowing that we'll be seeing loving attention paid to naked breasts gave me another sigh of relief.
What was interesting was seeing how most of the basic story was there in episodes 10 and 12 from the previous season, but how these scenes were shuffled around. Anyway, DxD is back on track with cuter, "fluffier" character designs and our Harem King is back in action too.

So weird! We get a premise recap and a previous episode recap, as if this were both a season premiere and a continuation. Much appreciated.
We pick up right where episode 8 ended last time, with Asia disappearing, presumed dead, and Issei goes berserk.
Issei kills that Beelzebub pretender and continues running amok and from here on out, we're back to the original story in the light novels.
Chaos Brigade brings back Asia, by coincidence, but they're all in trouble because there's no way to reason with Issei while he's gone crazy and using Juggernaut Drive.
They realize they need two things to save Issei from using up his life force and dying or killing everyone before that happens too.
They need Rias' boobs! Only her nipples getting pushed earlier in the season broke Issei out of Balance Breaker in a feedback loop, so they'll need to do that again. But how to get Rias close enough? Ancient Dragons are calmed by song, but what song would calm down a breast-obsessed harem king?
The Oppai Dragon Song! Lyrics by Azazel, melody by Sirzechs, and choreography by Levia-tan!
Music plus oppai was the obvious answer. With Issei calming down and distracted, Vali could reduce his power output with Divide, and Rias could finally get close enough to flip Issei's switch. Or get her button pushed. Whatever.

From Issei's rescue to the end, we're in epilogue mode. Xenovia still bats Issei out of the way to hug Asia. Issei and Asia complete their promise of running the three-legged race. Asia gets to kiss Issei after healing him some more. And that's the end, instead of Rias getting jealous and getting abducted by some Loki-conjured Issei doppelganger.
Geh.
As in previous seasons, there's a naughty eye catch and a naughtier eye catch. So, yes, even this prologue has some NSFW stuff to rescue the Harem King from his insanity.
Rias features first in the eye catches. Of course. But pay attention to that left nipple. It's Issei's hidden weakness!
The power of oppai saves the day! And that's how you know this season will be just fine with a new studio.
Next time, they're all going to Kyoto for some battle tournament thingy. You know that means lots of open air hot springs action! Bring it on!
