The devils make quick work of the insurgents when Gasper uses his power. But betrayal by Vali causes Issei to boost his red dragon suit by the power of baka and oppai. Azazel joins the school staff to mark the end of this season.

A nice battle scene. Akeno does her magical girl transformation. Azazel shows off his artificial dragon-based sacred gear. It still needs some fine-tuning, so he sacrifices his left arm to take out Leviathan in one shot. But when you think the battle is over, betrayal!

Vali, Azazel's dragon minion, was in cahoots with the insurgents as part of the Chaos Brigade, and is a descendant of Satan from the Leviathan side of the family too. Just a bit overpowered, huh? If one dragon is fighting, that means the other has to oppose him. Issei quickly matches Vali's power, and takes on the full-armored suit. Issei overloads Vali's suit, a piece of his sacred gear is broken off, and round one is over. Now he wants to get serious.

Issei's boost power is about to give out, so he does something only an idiot would try, taking in an opposite dragon's power at the same time. Now he's got red dragon power in his left hand, which has the power to increase (boost), and the power of the white dragon in his right hand, with the power to decrease (divide). To win, Issei needs to knock out Vali, but he needs some extra motivation. Vali tries to distract Issei by decreasing the dimensions of the school grounds, but Azazel tells Issei that if he doesn't do something quick, Rias' boobs are going to shrink too. Unforgiveable! By the power of protecting the boobs of Rias, Akeno, Asia, Xenovia, and even Koneko, Vali slowly loses the fight. As Vali considers taking out his suicidal trump card, his Chaos Brigade comrade interrupts and takes him away to his next assignment.

And then, denouement. The three factions will have to unite against this new enemy, who wishes to impose a new order because both God and Satan are dead, and they want to build a new world without their old influences. Michael promises to tweak the System so Xenovia and Asia can still pray even though they're devils. Azazel becomes the faculty advisor to the Occult Club as his cover in developing all the capabilities of their sacred gears. And he tells them of an order straight from Lucifer himself, Rias' brother, that all the female members of the team have to live with Issei, to, er... accelerate the development of his powers. Issei got his harem after all!

Final Thoughts: Another fun and ecchi season from High School DxD. Not much more can be said than that. We've got a new enemy to oppose, new friends for Issei to, ah, meet, and a houseful of oppai. The next installment should be fun as well, as long as they keep remembering to base everything on Issei's oppai obsession. Oppai is life. Oppai is justice. Oppai!

Issei wants Peace for Oppai! Ahem. Insurgent Devils related to the old regime attack the summit. Rias and Issei rescue Gasper and Koneko.

Azazel is a cheeky devil, er, Fallen Angel. He convinces one of the Dragon Emperors to argue for peace. Eh, he gets Issei on board for peace otherwise he couldn't make love to Rias Gremory everyday. Ara ara ufufu. Rias' brother finds Issei's reaction to this mode of argument funny, but his queen piece finds it exasperating.

Anyway, it was important to ask both dragons who were present if they wanted to keep fighting, since their original forms battling were the only things that united all three sides during the last war to defeat them.

Issei has a chance to ask Michael why some of their followers in the Church were exiled, like Asia. Michael explains that after God had perished in the last war, the only thing left for the angels was His system, that is powered by the faith of those who believe in God. The System grants divine protection, mercy, and miracles. But without God to actively maintain the system, the angels had to eliminate anyone or anything that could corrupt it, like knowing the truth about God, or having the power of divine healing work on evil beings as well.

And then the insurgents attack, led by the descendant of the former Demon Lord. Oh yeah, Satan died in the last war too, and the current demon lords are elected from both branch families. I guess someone's dear cousin didn't like that too much. Part of Leviathan's plan is to use Gasper's time-stopping ability to freeze all their enemies and clean up on the battlefield. Well, the three factions can't let that happen.

Issei and Rias go to rescue Gasper by using a castling maneuver on her unused rook piece. This chess board nomenclature isn't just for analogies, you know. Rias promotes Issei to a queen piece, which gives him enormous power for a short period of time. They go and kick butt by unleashing Gasper with a drop of Issei's blood. Then Issei uses his uber super duper power Dress Break. It destroys any armor or spell a person is wearing. Actually, it destroys anything a person is wearing... kyaa! Battle resolution and perhaps a berserk dragon fight next week. Dress Break and Dragon Slayer should come in handy for Issei.

Michael the Archangel gives Issei a dragon slaying sword. Akeno gives him a lap pillow. The conference begins with Azazel wanting to declare peace. Unknown faction prepares to storm the Gremory club room.

The archangel Michael, leader of all the angels, wants to meet personally with Issei to present a dragon slaying sword that is kept at the temple Akeno oversees. Perhaps Michael sees some need for Issei to protect against dragon-based sacred gears soon. Like, say, at the supposedly peaceful summit between the three warring factions?

Issei adds Akeno to his harem. Heh. Rias gets jealous. Aww.

Final preparations for the summit include keeping Gasper separated from the other parties with Koneko standing guard. He seems to be happy enough just playing with Issei's game pad, sitting in a box, of course.

As the conference begins, Azazel of the Fallen Angels asks to cut out all the diplomacy and just declare peace already. Ostensibly, the summit was supposed to address the actions of the Kokabiel the fallen angel who attacked the school, enlisting the help of heretical members of the Church. But Azazel wants to forget all that, since the devils are also experiencing some unrest among their ranks over how the last war ended with a ceasefire instead of a decisive victory.

As they digest the sudden suggestion of peace, an unknown group with the symbol of an eye prepares to invade the clubhouse where Gasper and Koneko are. Another heretical group hoping to steal Gasper's time-stopping power? Looks like a serious episode next week.

It's a trap! A vampire loli trap! A shut-in who likes to sit in Amazon boxes loli vampire trap! Oh, and we get to see what the archangel Michael looks like.

We meet the other bishop in Rias' group: an agoraphobic cross-dressing loli half-vampire named Gasper. His ability is stopping local time, but he doesn't have that much control over it. Rias' big brother thought that she was finally ready to control Gasper's power, and the other group members quickly take to helping out in the training. Koneko actually chases Gasper around with some garlic, to help him not be so picky with his diet. Right.

Azazel the Fallen Angel general happens upon the training, and identifies everyone's sacred gear, and their powers, some of which their owners did not even know about. Saji's gear has the ability to absorb and distribute power, so they use that to limit how much power Gasper puts out with his time stopping ability. It seems to have the same effect on him as Akeno sucking on Issei's finger to extract his dragon power to keep it from growing all over his body. Ecchi.

Gasper is feeling overwhelmed with leaving his shut-in existence, but Issei gives him a pep talk by telling him how cool his power is and what he'd do with it. Ah Issei, don't ever change you horny devil. Koneko, Xenovia, and Asia hit upon a plan to help Gasper with his shyness: using a paper bag to avoid direct eye contact. Asia is pretty shy herself, being brought up in a convent, but is okay with talking on the phone. Xenovia hit upon the bag idea while thinking about condoms. Heh. Looks like we'll have a running gag there.

Since the campus is where the conference between the three warring factions will be held, Michael the Archangel comes for a visit as well. Ikemen (good-looking guy)!

It's school visit day, Issei gets to show his artistic side, Xenovia is still serious about getting it on with him, and even devil parents and older siblings can be as embarrassing as human ones.

Oh Asia, please always stay innocent. And who knew that Issei's spank bank would come in handy... for sculpture? The student council president's older sister is way cute in a magical girl outfit, and way embarrassing for the younger sister. And Rias' father doesn't help things either by taking video of Rias in class and showing it to Issei's parents.

As for back story on dragons, we got some explanation on why there are so many artifacts with dragon power in them, and why they're only two kinds of dragon power, instead of the many dragons that have lived over the eons. During the last war between angels, devils, and fallen angels, these two particular dragons, Draig the Red and Albion the White, went on such a rampage during their duel, that the three factions called a truce to slice up the dragons and place the pieces in the Sacred Gears. So now we have Issei together with Draig, and Vali with Albion, and looks like their duel is going to start up again.

Pool cleaning means gym clothes and swimsuits. Oh, was this a harem show? Yes, yes, the fanservice tells me so.

Besides the glorious and shameless fanservice, did anything else happen in this episode? Um, after the pool escapades, Rias' older brother showed up to inspect the grounds for the upcoming conference between the 3 warring parties of angels, fallen angels, and demons. He seems very down to earth for being one of the most powerful demons in Hell. The dragon inside Issei's boosted gear is also leaking more magic because of his meeting with the other dragon inside Albion, Azazel's minion. Looks like he'll need more finger sucking from Akeno until he can figure something out. Maybe Albion can offer some tips, since he shows up to talk to Issei too.
