Kotoko insists that acting like a magical girl is an important part of her job in helping spirits.
Kotoko solved the mystery of what happened to Karin the night she died in the most direct way — she asked someone who saw it happen. A ghost witnessed Karin smoking in the rain, the steel beams fall while she was there, and how she didn't try to avoid certain death because she was depressed. Karin's sister Hatsumi insisted that Karin wasn't suicidal at the time of her death, but it's difficult to reconcile this with what the ghost saw.
Kotoko's plan to defeat Steel Lady Nanase was to create a more viral and believable story that overtakes the image of the violent idol spirit. That's going to be harder now that the monster of imagination actually killed someone by crushing their face. And worse, we saw that Kuro's cousin was the one who actually painted the image on the wiki site. There's much more to this plot than a vengeful spirit springing from people's fears and imaginations.
