The girls found Ruha in a box and hungry, like an abandoned kitten. First thing they did was feed her hamburgers, after she recovered from Coco's bad pudding, that is.
Since she was brought to Kisaki's Cafe, why not put her to work? Ruha commented that Kisaki's uniform didn't fit quite right around the chest area. Kisaki was too busy taking pictures to mind the poke at her flatness.
