Sakura and Aoi are student council members during Mary's first year at high school. Tsuzura convinced Mary to allow Yukimi to continue her literary club activities in her new gambling den.
Sakura is the student council member in charge of collections from gambling dens. We met one of the villains from the first season of Kakegurui, Midari, as she gained her reputation. Sakura's skill at gambling excited Midari in the sexualized way we expect. Midari did give a warning about Sakura's rigid logic about odds. Not everyone will gamble, trying to maximize their probability of winning. We know how Midari operates from past seasons!
Yukimi suggested the girls dress like maids to give boys an extra incentive to visit their gambling den on opening day. Her idea worked! Mary's choice of dice gambling also gave them a successful profit.
Aoi's introduction followed the same pattern as Sakura did. We saw him interact with a familiar character, Runa. She beat him in a video game, of course. Aoi heard from Sachiko about how Mary beat her to win a gambling den on her first day of school. That piqued Aoi's curiosity, so he visited Mary's room to test her skills. He almost broke the bank but suggested she join him in a plot that would fulfill her plans.
Mary wants to erase Tsuzura's debt so her friend would no longer be a "pet" of the school. Aoi wants to rid the school of the pet-debt system entirely. Those debt rules have only been in place recently, and the one responsible for the new system is a familiar face. Aoi wants to remove President Kirari! Will Mary help him?
