Kukuru thought of serving food at the aquarium to keep visitors there longer and draw new ones in. Udon-chan came up with serving ice cream, but dairy products have many annoying health regulations that an aquarium can't maintain. Shaved ice made to look like marine animals was the perfect solution! Those refreshments are social media friendly too.
