ChuChu and Retoree were annoyed at President Maple, which is the usual mode for those two, because he was late for meeting a new band. We already know which band that is from the third season.
President Maple almost literally ran into the people he wanted to meet, the members of Mashumairesh!!, because Himeko was a slow but a competitive driver when challenged. Unfortunately for both vehicles, some new strange monster attacked them, running the BRR van off the road and forcing Delmin to counterattack the monster and slam it into the huge radio tower of Midi City. Plasmagica needed to find Mashumairesh!!, but other people already found them.
Mashumairesh!! ended up in jail accused of the damage to the tower. Delmin was ultimately responsible for knocking the huge speaker monster into it, but it's odd how the authorities can blame them for the damage without seeing the thing she struck with it. We learned through a flashback that their manager is friends with Maple, which is the connection we needed to know why Plasmagica was going to meet a band to help them at the big music festival.
