Charon gave Shinra some good shots before Shinra returned his fire.
Arther kept Haumea occupied, so it was up to Charon to retrieve Inca on his own. Karim with his ice-making ability was going to be a major factor in putting out the fires all over the city.
Shinra figured out Charon was a 2nd Generation fire user, which meant he couldn't make his own flames, but it didn't matter when he could have his own henchman hit him with fire. Shinra then had to figure out how to counter a counterpuncher. Using his new Devil Horn (Corna) technique, he timed a huge blast in between Charon taking a hit and returning it.
