Kuro envisioned what Kotoko would be like if they lived together and he was probably not wrong.
Rikka had suddenly been forced to move from the hospital a few years back, and she thought it would be okay to live at Kuro's place. Kotoko didn't like that and asked if she could move in instead. It was decided that living at Kotoko's family's house was the best solution.
The events of Steel Lady Nanase coming into the public consciousness coincided with Rikka suddenly moving out of Kotoko's house a month ago. She has the same fortune-telling power that Kuro has, and was probably testing its limits. Both Kotoko and Kuro knew it was Rikka behind the ghost of imagination because the wiki page art matched her painting style. Finally, Kotoko is going to match wits against Rikka by trying to turn public opinion against the idea of Steel Lady Nanase being real. There's going to be a lot of typing at the screen next episode.
