This was definitely one of those Shakespearean Comedy endings. All's Well that Ends Well! Rias got her wish that Issei would call her by her first name. Issei found the confidence to confess his feelings for Rias. I think it took more courage for him to do so in private than the public forum of a televised fighting tournament. Even Sairaorg got a happy ending with his mother waking up. Just a really nice satisfying ending for all involved.
Except for Azazel. The God Sakra (or Indra) put him on notice that Heaven was watching the Oppai Dragon in case he disrupted the Natural Order. He didn't seem to mind if a rogue faction of the Chaos Brigade took Issei out as the Devils protected their turf and alliances. This is setting the table for the next bunch of story arcs.
Heh.
The announcer remarked that Issei's armor is the version he gets from the Switch Princess' Boob Flash. Pretty nifty that Issei turned it on with having to poke her first...
Apparently this is what Issei's Queen Promotion looks like.

Ooh. Sairaorg's mother somehow appeared and encouraged him to stand up. How is Issei seeing her? Did his Pai-Lingual finally take effect? Anyway, it's obvious that Sairaorg's meritocracy ideals of hard work come from her too.
Of course. Sairaorg knocked unconscious while still standing. Man tears everywhere. Even the suit of armor Regulus is crying man tears.
Ha! The violin theme is the same one that starts off a harem scene. Otoko?
Well, that's nice. The leader of the entire Underworld just paid these two bros a visit.
Issei is getting promoted to a "mid-ranking" devil. Good enough for him to confess to Rias in private now. I understand Kiba getting promoted, but why Akeno? She just one-shotted herself in her fight.
Sairaorg is such a bro. Encouraging love confessions. Offering coffee if Issei gets shot down. Otoko!
And finally some fun stuff to end the season just right. The Occult Club is pretty ambitious. Cafe, Fortune Telling, and a Haunted House.
Hee. Issei doesn't scare the girls. He just stirs up utter contempt.
Gasper isn't so effective either. Too cute!
Here we go, here we go! Love confession time.
He did it! Finally, Issei just said her name. Aw. This is standard stuff here. Very satisfying...
And interrupted! Also standard stuff. Akeno feels free to get Issei to cheat with her now, and Rossweisse will allow "illicit sexual relationships" just for one night! Irina and Ravel were too shocked to say anything.
Good! An actual romantic kiss.

Sairaorg's Bael group got downsized. These Rating Games really do mean something for Devils.
Yay! Mrs. Bael woke up. Azazel thinks the miracle comes from the miraculous Red Dragon Emperor's Pai-lingual. Sure, why not?
And a little something to tease for the next story arc in two or three years. The Gods kind of let the Hero Faction run wild to let Issei get killed, or not. Either way worked for them, as long as threats to the Natural Order got reduced. Ominous. Who knew that making a harem could bring down the Universe?

That's Rias second turn, if you count Episode 0. She brought at least two bikinis to the pool.
Final Thoughts.
I've got nothing bad to say! Well, a minor complaint is the lack of sexy time in the last two episodes, but I suppose that's what all the extra bath time with Rias, Akeno, and Koneko were for in the beginning of the season. I prefer my spice spread evenly, not just front-loaded for a flavor explosion.
Episode Zero was very necessary to get the anime adaptation back on track with the source material's story. It let the audience get used to the different art style too as events were replayed from the last season.
All the voice actors were the same, so the acting was the same. The exposition device of sitting around talking wasn't different either, but it's not like this is an uncommon solution for light novel adaptations. The background music and themes were familiar too.
Also familiar - the harem hijinks and sexy time! Maybe even better, since the girls' bodies appeared softer and fluffier and not like a flat manga drawing. It took a little while to get used to hearing these voices come out of these new pretty faces, but it all turned out well.
If you were a fan of the previous seasons, you should have confidence picking this show up once again. The Harem King developed some new powers and collected some new members, and he finally got the girl in the end. I'm pretty hopeful with how the next bit of story will be presented.
