Ritsu and Usa's school prepares for the cultural festival causing time apart from each other.

This could have easily been the season finale last year, but it lacked the dramatic punch. Bringing all the story threads from the entire season into one tapestry at the school festival was still pretty good.
Usa's and Ritsu's concern that their time apart would mean whatever closeness they'd developed so far would be lost was a good one to explore for introverts.
Usa was so happy that people were getting the wrong idea about him and Ritsu. The self-conscious Ritsu might not like that, Usa-kun.
The resident cougars Mayumi and Sayaka were all for invading the festival to tease Usa and some high school boys in the process.
Why yes, Mayumi remembered the name of Usa's classmate who showed interest in her. She really needs a good boyfriend...
Sayaka was interested in the overnight preparations for the festival... as opportunities for hooking up. She really needs a boyfriend who knows her tricks.
One thing that made this episode feel like the very next episode if it were broadcast was how the last story arc with Maemura was resolved here. That girl really was interested in reading books as a hobby, not just using the interest as a way to meet boys. It was an incidental opening for her handsy friend to approach Ritsu, but the love of literature was genuine on her part.
Schoolgirls just love to see a pretty girl dressed as a butler.
Ritsu's costume was nicely threaded with Hayashi's experience being bullied by former classmates who picked on Usa's oddball friends. All they saw was some dude whacking them with a sign, instead of a girl. The best part was Usa dressed as a maid coming to the rescue. Parallel crossdressing for the win!
Aw. Ritsu realized that their time apart hadn't created distance at all. Usa was still growing in their love of books so that they could still have something fun to share and discuss. But there really was growth on Ritsu's part too because she asked about Usa's videogame.
The pacing of this story's approach to Ritsu and Usa's growing romance had always been two steps forward and one step back. In the OVA it felt like the audience was rewarded with a one step back - two steps forward ending. Very cute and very satisfying.
