Endeavor showed the public what kind of Symbol he would be: a stubborn, relentless guardian against evildoers.
The next stage of the villains' fight against heroes involves devaluing the institutions that keep the peace and the morale of public calm. Endeavor had just been voted the Number One Pro Hero so it was no surprise a super-powered Nomu would come after him. Endeavor won, but it's clear his victory will evoke positive and negative emotions, which is the chaos the villains want anyway.
