A newly coed school, previously girls-only, is less than welcoming to the first boys who attend. An underground student council imprisons these boys after catching them peeping. Dark, violent humor mixed with overt sexuality accompany a story of new students discovering their place within their school.
Episode 1 - "The Peeping Operation"

The truism from this show is that teenage boys will do anything and compromise anything for any kind of intimacy with sexy girls. From peeping, to faking sumo fandom, to accepting sadistic punishment. Horny boys don't care.
Just how busy was this underground student council in charge of enforcing sexual morality before boys started attending? It doesn't seem like they had to put girls in the prison building that often, otherwise we would not have seen the surprised look on the coeds' faces at the boys building a perimeter around the thing.
This trashy show has Fuuun Ishin Dai Shogun levels of censorship.
These are supposed to be high school girls, so I guess I can understand, but that Shogun show didn't have any high school age girls in it. Buy the blurays, I guess.
Okay, yes. Definitely watch the blurays. I believe I've found my waifu for the Summer!
Busty, glasses wearing, thigh highs, short skirt, g-string and totally domineering. Meiko checks off my boxes. That dominatrix stuff isn't really one of my things, but it does lend a sense of adult authority that checks off my onee-san box. Meiko! Banzai!
The hoodie wearing guy with an ulcer, Joe, is an obvious reference to Ashita no Joe, the boxing manga and anime. There was a lot of blood spray going on there too.
I hope that Kiyoshi saving a baby crow factors into breaking the iron grip the underground student council has on the school. You never know. Although his falling on Hana while she had her pants down might be more effective.

This is how we're introduced to the show - using a scene from the middle of the episode.
Right through Meiko's uprights! This device is obviously going to be a thing.
Boot heel grinding and spitting. If these boys weren't into this stuff before, Meiko was going to teach them to enjoy it.
Unfortunately for the boys, a true sadist knows when to hold back punishment from a masochist. They need to have patience themselves.
Kiyoshi, our main character, was the last to resist Meiko's, uh, charms. But his surrender led the discipline squad to change tactics.
The cute looking Hana dishes out even worse violence without any benefit of short skirts or cleavage. I'm sure these horny boys will find a way to enjoy their punishment.
Updates.
The bluray volumes have started coming out and oh my! Besides the celestial rays and shadows of censorship disappearing, along with the fog of steamy vagueness, there was some pure NSFW nudity. Within the context of the plot even!
Obviously, girls going to an all-girl school are not as modest as they would have been without those lecherous boys' stares keeping them in check.
Nothing to be done about those track uniforms, other than those naughty boys focusing on the mysteries of the feminine physique.
I'm looking forward to seeing much, much more of Meiko's miniskirt.

Interestingly enough, Chiyo never showed her bare breasts, while her friend Mayumi was fair game for the voyeurs, er, viewers.
Hmm.
It took a while for me to get used to the art style in this show. It was plain to see that many of the scenes were straight out of the manga, barely moving at all. It will be something to look out for as the show progresses if they stick with this choice, or if the producers were offering a gift to the manga fans in the season premiere.
From the ground rules laid out, it's obvious that Kiyoshi is going to add at least another month to the boys' month long sentence when he breaks out to go to a sumo match with Chiyo. Teenage boys, especially only 5 surrounded by hundreds of girls, are clearly not going to be thinking straight.
Seitokai Yakuindomo handled the same concept, but they made the jokes there based on the girls being sexually crude instead of the boys. Here, the jokes are based on the girls being cruel monsters and the boys reacting as if they were in a horror show, but one they kind of enjoy but can't really admit. The girls at this school are in for an education about horny boys. They will accept any kind of attention from attractive coeds. Anything!
