A visit from the former Quin Decim allows Nona to reminisce and consider her future plans for Arbiters.


Hmm.

We got some interesting glimpses into how this tower in the afterlife works The people who step through the elevators are only the souls of the newly dead stuck into mannequins. The light coming through the cracks of the elevator doors are the souls leaving the dolls.
 
Nona confirmed that the floor levels don't mean any kind of heirarchy. Ginti and the new Decim came on as judges at the same time. One thing that Nona worries about is putting emotions into the personalities of the Arbiters. The story concentrates on Decim having emotions, but maybe Ginti does too, because they both have souls sticking around whom they haven't judged. Yay Mayu!
 
What I don't understand is how anybody can have a personality without feeling emotions. Unless each staff member is a programmed AI with randomly selected preferences to give a simulacrum of a personality, that would explain not "feeling" emotions.
 
Kurokami is slowly regaining her memories. Now we understand why it was so easy to erase her memories - she was just a soul inside a doll. But she still had her personality, even if she couldn't remember who she was. Arbiters' animus and people's souls are different, by design, so that the judges don't identify too closely with those they judge.
 
I wonder if Nona trying to make arbiters who break Oculus' third rule is part of her boredom. She may not be able to feel emotions, but she appears to be very interested in them. This is why she's keeping Kurokami around and reading the children's book from the mystery woman's memories. Change is coming to the afterlife tower and even Nona is starting to worry about what may come.

 

Heh.

Kurokami acted just like a girl looking at an otaku's figurine collection for the first time. Say something nice!
 
Maybe Nona made Ginti feel negative emotions and Decim feel positive emotions, which is why Ginti was so interested in the fun aspects of torturing the souls in front of him.
 
Nona said that using the wands to make an extreme situation was the fastest way to judge the souls because it brings out their darkness. Decim looks like he was always interested in see the light coming from people's souls and the introduction of Kurokami is helping that along.
 
I think we discovered what Nona meant when Decim doubted his judgment in the first couple we saw in the series. She said it was only going to be 3 months anyway. This appears to mean how long the judges keep their memories of their past judgments, otherwise their self-doubt would hinder the process. What's interesting about this forgetfulness is that Decim's hobby of collecting the used mannequins shows that he doesn't really forget, in some fashion, and that the one he dressed up in the episode was the woman Machiko whom he may have sent to the void incorrectly.
 
Nona sees so many souls come in that maybe she thinks it's no big deal to get the judgments wrong.
 
Everything about the afterlife seems to be like a good-enough bureaucracy. From Quin in the Information Department choosing which memories to give to the judges, to how the judges do the best they can and then get memory wiped so they don't go crazy from self-doubt.
 
The former Quin Decim looks like she was always a handful.

Oculus mentioned in a previous episode that Nona had been in charge for 82 years. All the furniture, décor and mechanical technology looks about that age too. Maybe they really do need to shake things up. They complain about souls dying too fast that they can't keep up with the judging process.
 
Nona has issues with "old flowerhead."

If Ginti thinks Mayu is a good person, and Decim thinks Kurokami is a good person, why haven't they just pulled the trigger and sent them off to heaven? I think the answer lies in Quin telling the newbies that they needed to find something precious to handle their jobs, but feeling emotions has made them turn to connecting with people when they're not supposed to.
 
Quin asked whether the new Decim had started doubting his judgments yet and Nona said no. Supposedly it's an important part of an arbiter's development. Next episode, Nona is going to give Decim a pairing to test his resolve.
