Taihou wanted to sneak into the Commander's office when other boat girls interrupted her. She tried to straighten up Laffey's loose fitting jacket. When Laffey claimed her jacket was "loose" too, Taihou claimed she did that on purpose to show off her "gifts" for the Commander. Mikasa came by and straightened out the "loose" Taihou.
The locked door thwarted Taihou's efforts to enter the office, so Mikasa gave her a shock when she produced the key and walked in like no big deal. Mikasa had a mission – to tidy up the room while the Commander was away. The other boat girls were there to help her. Taihou joined in, of course, trying to find anything to her advantage for the Commander's attention. Mikasa found a "classified" folder behind a chest of drawers and the girls assumed the naughtiest worst. It was just menu plans for the cafeteria though. After the boat girls finished cleaning the office, Taihou thought she could get away with making a copy of Mikasa's key. Laffey's sharp eyes put an end to that thought.
Artist karory shows Taihou finding something ecchi in a drawer like she hoped during the episode and scandalizing Albacore in the background.
